Here’s the irrefutable wisdom of a well-economically-tutored acquaintance of mine:

There should be no consideration of this type in any term. There is no historical precedent for tariffs having any positive effect, and contradicts everything we know about economics. Tariffs are socialism: they are taxes that are redistributed by the entity least capable of efficiently deploying the money elsewhere. Tariffs are a form of central planning and market intervention by government.
